They regularly targeted our jets enforcing the southern no-fly zone. He was an active sponsor of terrorism, both in compensating suicide bomber's families and in providing a safe harbor and training base for terrorists. They frequently refused UN inspectors access to locations suspected of being WMD sites. Intelligence agencies for several nations had multiple different data points of things Iraq was doing to obtain materials to rebuild their WMD program. After what happened on 9/11, it would have been grossly irresponsible to wait to address Iraq until they carried out an attack.
Saddam gassed the Kurds so he obviously had WMD's. He's also the guy who buried MiG fighters in the sand so we couldn't get them. To deny the WMD's is dangerous.
