SFAIK most hospitals are private, university-affiliated, or run by local municipalities. Surely you don't want the feds taking over yet more state, local, and/or private functions! I would say the best way to achieve your goal would be to create, via legislation, a friendlier business environment for for-profit hospitals and clinics. A capitalist solution, in other words.
