FEMA (and others not in the news today): I don't care if it's just an rogue employee or two. What concerns me is the culture established in an organization that makes them think such behavior is acceptable. No way perpetrators think what they do will remain undiscovered, so they MUST be operating in an environment where it is within permissible bounds. (And for 4 years they have been correct.)
