I don't believe one has to be found guilty (or even be charged) in order to be given a pardon. One of the pardons Clinton sold on his way out of office was to a guy named Rich who was a fugitive at the time. When Ford pardoned Nixon, he had not been officially charged with any crime.

Will Joe remember in a year that he was President at all? I want video of how he GETS to that beach chair. The sand shuffle should be interesting. Or do USSS agents carry him to the chair? Is that really him at all?
